It's Istanbul's concentration of large-scale 5-star business hotels — Congress Valley includes InterContinental Istanbul and CVK Park Bosphorus. İstiklal Avenue itself is vehicle-free and lined with restaurants, bars and shops that stay busy well into the evening — this is where Istanbul's nightlife actually concentrates. What it isn't: within walking distance of the major historic sites; getting to Sultanahmet from Taksim means a tram or a 15–20 minute transfer.
